Ms. Cooke has a well-established practice in the energy sector, having represented an investor-owned utility and oil and gas company on issues related to energy storage, California’s Renewable Portfolio Standard, the Low Carbon Fuel Standard and climate policies.

Mr. Skvarla brings a broad advocacy experience with coalitions of business, energy providers, utilities, and private labor unions. As an analyst with the California Air Resources Board, he developed a foundation in the complex and challenging elements of environmental standards, compliance, and the attendant rulemaking.
