SACRAMENTO – The <a href="https://californiahydrogencoalition.org/" target="_blank" rel="noopener noreferrer nofollow">California Hydrogen Coalition</a> today commended Governor Gavin Newsom for signing Senate Bill 1420, authored by Senator Anna Caballero (D-Salinas), a new law that streamlines permitting for new clean, renewable hydrogen production facilities needed to help California achieve its ambitious climate goals.“We are grateful to Governor Newsom for recognizing the importance of hydrogen in California’s clean energy future,” said Teresa Cooke, executive director of the California Hydrogen Coalition. “With this law, the state is taking an important step towards unlocking the potential of renewable hydrogen and ensuring it’s on similar footing and has an opportunity for growth and development like other clean energy technologies.” SB 1420 allows hydrogen production facilities—those that produce hydrogen from non-fossil fuel sources and receive funding from specific programs—to be included in the Environmental Leadership Development Program and the newly-created California Energy Commission-led consolidated permitting process. These programs are critical for removing barriers and accelerating the deployment of clean hydrogen technologies that will play a pivotal role in decarbonizing California’s energy and transportation sectors. Specifically, with the short timelines for operability of California’s hydrogen hub, SB 1420 is necessary to ensure we receive the full 1.2 billion dollar federal award and more importantly the over 10 billion dollars in private matching funds. Gov. Newsom today signed two other bills supported by the California Hydrogen Coalition:&nbsp;<ul><li>Senate Bill 347 (Newman), which streamlines the permitting and development of new zero-emission vehicle infrastructure by exempting electric vehicle charging and hydrogen refueling stations from California’s Subdivision Map Act</li><li>Senate Bill 1418 (Archuleta), which streamlines the administrative approval process for hydrogen fueling stations in the same way we do for battery electric charging stations </li></ul>Hydrogen is key to California’s efforts to meet its carbon neutrality goals. The California Air Resources Board’s 2022 Scoping Plan highlights hydrogen’s essential role in sectors including power generation, on-road transportation, shipping, aviation, heavy industry, and more. The plan calls for a rapid expansion of clean energy sources – projecting that hydrogen production must grow 1,700 times its current supply by 2045 to support the state’s transition from fossil fuels. SB 1420 addresses a critical gap in the state’s clean energy policy by ensuring hydrogen projects can benefit from permit streamlining, just like wind and solar projects. California Hydrogen Coalition Applauds Governor Gavin Newsom for Signing Bill to Streamline Clean Hydrogen Production

Legislation Nearing Vote That Could Create More Than 13,000 Quality JobsSACRAMENTO – Six powerful California labor unions today joined forces to ask Governor Newsom and Legislature leaders to allocate 30 percent of the state’s Clean Transportation Plan Funds to hydrogen to help build 1,000 fueling stations.In a <a href="https://drive.google.com/file/d/1Dgj2qVOi21juiZHgTX7F5ASHPXUYtR43/view" target="_blank" rel="noopener noreferrer nofollow">letter</a> to the Governor and Legislative leaders, the State Building Trades &amp; Construction Council, California State Council of Laborers, District Council of Iron Workers, California-Nevada Conference of Operating Engineers, Boilermakers Local 549, California State Pipe Trades Council and the District Council of Iron Workers of California, said they would oppose legislation to reauthorize funds for the program, scheduled for renewal in AB 241 (Reyes) and SB 84 (Gonzalez) and in trailer bill language, unless hydrogen receives its fair share of state funding dedicated to assist the state in meeting its zero emission vehicle goals.“At this still early stage in market development, the signal California sends on hydrogen will impact private investment decisions,” wrote the union leaders. “This is the dawn of an entirely new, clean, and domestic power source made to serve the energy and transportation markets to achieve our shared goals. For these reasons, we respectfully request the dedication of 30% of clean transportation program dollars to support the development and self-sufficiency of the light and medium-duty hydrogen fueling infrastructure network in California.”The unions’ opposition to the renewal of the legislation unless amended to include increased hydrogen funding is a significant development. Nearly all the funds have been dedicated to battery electric vehicle infrastructure; hydrogen has received less than 4 percent of funding to date.Citing both environmental and economic benefits, the unions are requesting $300 million of the Fund, over the next 10 years, for hydrogen infrastructure development, representing about 30 percent of the total funds available.“…these (hydrogen) vehicles will be necessary to fulfill the needs of our industries and allow the productivity necessary to build and maintain California’s built environment and critical infrastructure,” the letter says. “Beyond its environmental attributes, hydrogen also provides a transitional pathway for skilled and trained, high-wage labor jobs in the oil and gas sectors. For decades, union labor has built and maintained much of the critical infrastructure at the heart of our energy economy. As we look toward a new transportation future, organized labor is poised to lead the way forward. Our workforce has the best-trained and most highly skilled craftspeople in the industry, positioning us to build, retrofit and maintain the new infrastructure necessary to power this transition to zero emissions transportation. The development of a statewide network will create between 2,280-3,720 hydrogen production and station construction jobs annually. By 2032, our economic analysis shows between 12,010-13,460 permanent jobs will be created with an average salary between $84,000-$91,000 per year across engineering, construction, installation, equipment maintenance.”In 2015, California’s light-duty fuel cell market was launched with just 33 stations in operation. Seven years later, the station total is still less than 60.Executive Order N-79-20 directs the Air Resources Board to develop regulations to require all new passenger cars and light-duty trucks sold in the state be zero emission vehicles by 2035. The unions say the development of a statewide hydrogen fueling network is necessary so that everyone in California has a choice in&nbsp; zero-emission vehicles. Hydrogen vehicles offer quick fill up times, long distances between refueling, and do not require charging stations.The unions hope that amendments will be adopted to specify funding in the bills, which are on their respective house floors and slated for votes in the Assembly and Senate.

California lawmakers have reached a deal that would set aside 15% of funds from a billion-dollar climate program to help companies build fueling stations for hydrogen cars and trucks.

Projects like ARCHES are already benefiting the U.S. economy and removing funding will only hurt the people of our state, including more than 6 million who supported President Trump in the 2024 election. <h4>Assembly Bill 1550 Will Jeopardize Billions in Funding, Opponents Say</h4>SACRAMENTO —&nbsp;Legislation being debated in the California Assembly this week could jeopardize the Biden Administration’s recently-announced $1.2 billion award to California to accelerate the development and deployment of clean renewable hydrogen and upwards of $11 billion in private investment in hydrogen, according to a coalition of labor, business, and clean energy groups including the California Hydrogen Coalition that announced their opposition to the bill today.Assembly Bill 1550, authored by Assemblymember Steve Bennett (D-Ventura), would mandate the costly and burdensome “3 Pillars” principles on hydrogen production in California.However, opponents say these rigid requirements will likely result in the chilling of the development of renewable and clean hydrogen that is critical to cutting pollution and expanding the clean energy in California. Programs like the state’s Renewable Portfolio Standard and cap and trade program already provide the desired environmental protections making AB 1550 unnecessary and fatal to the development and deployment of clean and renewable hydrogen. They also noted it would risk California’s status as one of seven regional “hydrogen hubs” in the U.S. named by the U.S. Department of Energy.“This proposed legislation puts 220,000 new hydrogen-related jobs at risk and adds new regulatory hurdles for hydrogen – a step backwards in developing this clean energy source rapidly so California can meet its climate goals,” says Jennifer Barrera, CalChamber CEO/President.“Assembly Bill 1550 does not allow California to embrace the full potential of hydrogen technologies and their many benefits,” wrote Chris Hannan, president of the California State Building Trades and Construction Council, in a letter to legislators.“AB 1550 raises concerns about the potential impact on over $11 billion in private investment and hundreds of thousands of jobs,” says Lance Hastings, President and CEO of the California Manufacturers and Technology Association (CMTA). “This poses challenges to the ongoing efforts of both federal and state governments to boost our clean energy economy.”The California Hydrogen Coalition, California Chamber of Commerce, the California Manufacturers and Technology Association, California State Council of Laborers, the California-Nevada Conference of Operating Engineers, and the BioEnergy Council ofCalifornia were among the more than 25 organizations and businesses announcing their opposition to AB 1550 in a letter to legislators.The groups said the bill would restrict hydrogen production to the intermittent patterns of wind and solar and interconnection and transmission infrastructure delays currently faced by all development projects in the state. It also would hold hydrogen to a diﬀerent and costly standard from other renewable sources in the state’s Renewable Portfolio Standard, requiring compliance verification 8,736 times per year versus a once per year requirement for other renewable and clean power sources.In addition, it provides a “blank check” to the Air Resources Board, Public Utilities Commission, and California Energy Commission to set interim renewable hydrogen targets, directly contradicting the assertion that these strict requirements are intended for 2045.The funds for hydrogen awarded to the state that would be at risk with the bill’s passage would resulting in cutting up to two million metric tons of carbon emissions every year – equivalent to the pollution of 445,000 gasoline-powered cars annually; create an estimated 220,000 new jobs, including 130,000 in construction and 90,000 permanent jobs; result in an estimated $2.95 billion per year in economic value from better health and health cost savings; and send 40 percent of the benefits from projects to disadvantaged communities.
